Mr. Rosen has had a long career representing individuals, entrepreneurs, developers and institutional in all aspects of commercial real estate. His practice encompasses purchase and sale transactions, commercial leasing, and land use, as well as the related corporate and environmental consulting that is integral to such a practice. He has also represented numerous borrowers and lenders in the financing of all types of projects, including construction financing, and the financing and refinancing of new and existing projects. He has also represented many clients on the restructuring of existing debt secured by real estate.
Mr. Rosen has a particular expertise in the structuring of planned real estate developments, including condominiums and cooperatives. He has registered thousands of units with the New Jersey Department of Community Affairs and the New York, Attorney General pursuant to the statutes governing the offering of units in both states. Mr. Rosen has the ability to take a client throughout the entire process, including land acquisition, obtaining local and state approvals, construction financing, and sales to end purchasers. He has also represented homeowners and condominium associations during the transition process from developer-to-owner control, and as general counsel to them.
In the redevelopment area, Mr. Rosen at one time served as in-house counsel for a prominent New Jersey developer. In that role, he was involved in several major redevelopment projects, including those in Perth Amboy, Asbury Park, and Atlantic City. He has also served as the redevelopment counsel for various municipalities and private developers, becoming integral in the formulation and implementation of projects relating to downtown redevelopment, residential (including affordable housing) and general commercial projects. He is well versed in the redevelopment agreements, long term tax exemption agreements, and contracts that are necessary to put such plans into effect.
Mr. Rosen is a past chair of the New Jersey Bar Association Real Property, Probate and Trust Law Section, and is the recipient of the NJSBA Legislative Advocacy Award.
Mr. Rosen was admitted to practice in New Jersey in 1982.
